CHAPTER RULES
OF ALPHA STATE-DELTA EPSILON
OF THE DELTA KAPPA GAMMA SOCIETY INTERNATIONAL
ARTICLE I - ORGANIZATION
The name of this chapter shall be Delta Epsilon of the Texas State Organization of Delta Kappa Gamma Society International.
ARTICLE II - OBJECT
The object of the Delta Epsilon Chapter shall be to carry out the purposes, policies and programs of work of The Delta Kappa Gamma Society International.
ARTICLE III - MEMBERSHIP
The membership of Delta Epsilon chapter shall be composed of active, reserve, and honorary members who are employed or who reside with the area and meet qualifications as listed in Article III of the Constitution. A new member should have completed Three years of teaching. Candidates for active membership shall be voted upon in the chapter meeting by ballot. The election shall be either by preferential ballot or by approval of four-fifths of the ballots cast. Reserve member shall be formerly active members who are retired from educational work and are unable to participate fully in the activities of the chapter because of physical disability and/or geographical location. Reserve status shall be granted by a majority vote of the chapter. A reserve member,m so requesting, may be restored to active membership.
ARTICLE IV - FINANCES
Section A. Where applicable, the Constitution, Article IV shall govern Delta Epsilon Chapter finances.
Section B. Annual dues shall be required of active and reserve members on all levels of the Society. Delt1.a Epsilon dues shall be established at the first meeting in September and will include state international dues as established by those organizations.
Section C. Other Finances
1. An initiation fee of $10.00 shall be required of all members except honorary members.
2. Scholarships
A. See Section D, Article IV in the Constitution.
B. One dollar of the chapter assessment shall be sent to the state in addition to the regular assessment to make Delta Epsilon a Honor Chapter. Because Delta Epsilon has a local scholarship as allowed by the state, 40% of every dollar will be sent to the state and 60% of every dollar will be placed in the local scholarship fund.
C. Chapter assessments shall be determined by a 2/3 vote of those present.
D. A $200.00 scholarship may be given annually to a chapter member.
(1) Applications shall be received by the committee no later than April 1.
(2) The recipient shall be selected by the committee.
(3) The committee reports to the chapter the recipient's name and address.
(4) One extension of the scholarship may be made on the basis of merit not to exceed the amount of the initial scholarship.
(5) Guidelines for Chapter scholarship:
(a) Active Delta Epsilon member for 2 years.
(b) To work toward a master's degree, earn a doctoral, certification in a special field, and/or enrichment in an accredited institution of higher learning.
(c) Provide evidence of service of excellence in scholarship and community service.
Section D. Finance Control
1. The Chapter Finance Committee shall submit annually a proposed budget for adoption by 2/3 of the membership present and voting at the September meeting.
2. All expenses shall be approved by the Chapter President prior to payment.
3. An annual audit report shall be submitted to the Chapter Executive Board.
ARTICLE V - ORGANIZATION
Section A.
Each chapter shall govern the conduct of its business in a manner consistent with the Constitution and with Alpha State, Texas, Bylaws, Official Manual and Chapter Rules.
Section B. Areas
Delta Epsilon shall participate in activities in Area II as assigned by the State Executive Board.
ARTICLE VI
Section A. Officers
The elected officers shall be a president, a vise-president, a second vice-president, a recording secretary, and a corresponding secretary. The chapter president shall appoint a parliamentarian, and a treasurer shall be appointed by the Executive Board.
Section B. Nominations
1. Nominations for Chapter officers and the Nomination Committee shall be made in even numbered years by a Nomination Committee of Delta Epsilon, elected by a majority of members present at a chapter meeting. The chairman of the Nomination Committee shall be named by the Chapter President form among the three members of the committee.
2. The chapter Nominating Committee shall submit a slate of officers prior to the February meeting. Consent of each nominee must be obtained.
3. Elections shall be held at the February chapter meetings.
4. Elections shall be held in accordance with the Constitution. Alpha State bylaws, and the Handbook.
Section C. Vacancies
1. When a vacancy occurs in the office of president, the first vice-president shall become president.
2. When a vacancy occurs in other elective or appointive positions, the chapter president shall name a successor.
ARTICLE VII - CHAPTER MEETINGS
1. Regular meetings of Delta Epsilon are held on the Second Tuesday after school in September, October, November, January, February, and April. THe April meeting will honor any deceased members. The May meeting will be optional. If a joint May meeting with the tri chapters occurs the date will be agreed upon by the tri chapters.
2. Meeting dates can be changed by the Executive Committee.
3. Elections shall be held in accordance with the Constitution, Alpha State bylaws, and the Handbook.
ARTICLE VIII - CHAPTER EXECUTIVE BOARD
Chapter executive boards shall function in accordance with the Constitution, Article VII., Section C.
ARTICLE IX - COMMITTEE

Section B.
1. All committees shall be appointed by the chapter president except the Nomination Committee, and she shall be the ex officio member of all committees except the Nomination Committee.
2. Overall responsibilities of each committee are specified in the Handbook of the Delta Kappa Gamma Society International and the Official Manual.
3. Ad hoc committees may be created to carry out projects authorized by the state convention. See Bylaws XI, Article IX, Section D.
ARTICLE X NEW MEMBERS
1. Nominations for new members shall be submitted to the membership committee at the February meeting.
2. Delta Epsilon accepts all nominees presented who meet the qualifications.
3. Voting is held at the February meeting in accordance with the Handbook.
4. A Chapter orientation shall be held prior to initiation.
ARTICLE XI- ADDITIONAL POLICIES
1. The first vice-president shall be the chairman of the program committee.
2. The second vice-president shall be the chairman of the scrapbook committee.
3. A chapter newsletter shall be sent prior to each chapter meeting.
4. A memorial of $25.00 shall be added to the local scholarship fund at the death of a chapter member, Cards shall be sent to members that are ill and/or shut-ins
5. Hostesses shall provide decorations and refreshments at each meeting.
6. Delta Epsilon shall help defray the expenses of the President to the annual State Convention.
7. A President's pin will be presented at the Installation of officers.
ARTICLE XII - AMENDMENTS
These chapter rules may be amended by a 2/3 majority vote of members present in a chapter meeting and voting.
